Existing UK ETS Ultra Small Emitters must take action to maintain their status for the 2026-2030 allocation period.
The Department of Energy Security and Net Zero (DESNZ) has released a data collection template that existing UK ETS Ultra Small Emitters (USEs) must complete, in order to maintain their USE status for the UK ETS 2026-2030 allocation period.
Existing USEs are installations that emit <2500tCO2e annually and had their UK ETS Greenhouse Gas (GHG) or Hospital/Small Emitter (HSE) permits revoked in December 2020.
This template must be submitted to the installation’s regulator, along with a verification report, between 1st April and 30th June 2025.
A third-party accredited verifier is required to check the completed template, and a site visit will be required if the site has not been visited in the 2021-2025 allocation period.
To be eligible to be a USE for 2026-2030, an installation must have:
- Reportable emissions below 2 500tCO2e for scheme years 2021, 2022 and 2023
- Been carrying out a regulated activity at your installation by 1st January 2021
Installations that are not currently USEs but meet the above criteria should complete the 2025 Baseline Data Report, to be submitted 1st April to 30th June 2025, and may then have their permit revoked and gain a place on the USE list. These Templates and Guidance are due to be released by the end of January 2025.
