The EU ETS monitoring, reporting and verification cycle

Our last EU Emissions Trading Scheme (EU ETS) update, “The EU ETS – Opt Out Schemes”, talked about how UK installations with low emissions, meeting certain criteria, are able to ‘opt-out’ of the main EU ETS scheme. This update is about the Monitoring, reporting and verification cycle. 

The monitoring, reporting and verification (MRV) cycle runs January to December and applies to both full participants and members of the small emitter and hospital opt out scheme.

During the year, it is expected that Operators are collating data, reviewing site procedures, and keeping the competent authority informed of any deviations to their monitoring plan, through notifications and permit variations.

Verification usually takes place between September and December. An external body attends site to check equipment and meters and ensure that the GHG permit is reflective of the installation. The verifier also ensures that the Operator is aware of their reporting obligations and audits emissions and activity level calculations.

Final verified annual emission reports must be submitted to the Competent Authority for review by 31st March. Due to dynamic allocation in Phase IV, full participants will have to submit a final verified annual activity level report alongside their annual emissions report.

A verified activity level report for 2019 and 2020 must be submitted by 31st March 2021. 

Full participants must enter their reportable emissions into their Operators Holding accounts before 31st March and surrender the required allowances by 30th April.

Joe joined the Swan Energy team in 2019, having graduated that year from the University of Leeds with a BSc in Environmental Science.

Since joining Swan Energy, Joe has progressed to be Operations Director and plays a key role in the strategic direction of the business. He manages the company’s portfolio across the UK, supported by a team of Carbon Consultants.

Joe has delivered focus groups on the future of the ETS and its systems, and workshops for clients. He also develops and manages our strategic partnerships.
