Swan Energy Update – UK ETS Reporting & UK ETS Baselining Progress.

As part of the 2024 monitoring, reporting and verification (MRV) cycle for the UK Emissions Trading Scheme (UK ETS), the Swan Energy team reported a total of 1,033,980 tCO₂e across 92 installations. During this period, we welcomed three new installations to our reporting portfolio and provided verification services at a further four installations on behalf of a leading verification body.

In addition, our team has continued expanding its support for clients with compliance under Streamlined Energy and Carbon Reporting (SECR) and the Energy Savings Opportunity Scheme (ESOS).

Looking Ahead to 2025.

2025 is already shaping up to be another busy year. We are set to report emissions for an additional five UK ETS installations and the team is preparing to begin reporting for ETS2.

Following the close of the 2024 reporting period, Swan Energy consultants shifted focus to the mandatory UK ETS baseline data exercise, which began on 1 April 2025.

UK ETS Baselining Progress – Halfway Through.

We are now halfway through the 2025 UK ETS baseline data collection window, and our team is actively compiling and submitting reports on behalf of clients. Where required, we are also supporting verification to ensure submissions meet regulatory standards.

To date, our consultants have engaged directly with verifiers, ensuring full compliance and timely submission ahead of the 30 June 2025 deadline.

Why Baselining Matters.

Accurately completing the baseline data collection exercise is critical—it will determine the free allocation of allowances for the 2027–2030 scheme years. Any inaccuracies in submitted data could result in reduced allocations or even enforcement action from the Regulator.

Sites with Hospital/Small Emitter (HSE) or Ultra Small Emitter (USE) status must also submit a baseline report to retain their classification. New applicants for HSE or USE status must demonstrate eligibility and apply before the June deadline.
