SEPA Consultation: Emissions Trading Charging Scheme

The Scottish Environment Protection Agency (SEPA) is currently conducting a consultation regarding its Emissions Trading Charging Scheme for 2024.

The suggested changes to the ETS Charging Scheme will be especially relevant for main scheme operators who are eligible for free allocation of emissions allowances, as well as participants in the Hospital and Small Emitter (HSE) scheme.

This consultation suggests the following changes to the ETS Charging Scheme:

1. Introduce new subsistence charges/bands for Operators of installations who are claiming free allocation of emissions allowances.

2. Amend rule 12 to expand the list of activities to which the hourly rate applies.
