Hospital and Small Emitter & Ultra-Small Emitter Lists Published for 2026-2030

In Spring 2025, UK Emission Trading Scheme (UK ETS) operators participated in a baselining exercise to determine free allocation and emission targets for the 2026–2030 scheme years. It also offered an opportunity for Greenhouse Gas Emission (GHGE) installations to apply for either a Hospital and Small Emitter (HSE) permit or Ultra-Small Emitter (USE) status. 

Today, the UK ETS Authority has published the list of HSE permit holders and USEs for the 2026–2030 scheme years.  

 


What Happens Next? 

  • For existing HSE installations: The Authority will vary your permit by removing the 2021–2025 emissions targets and replacing them with your new 2026 – 2030 emissions targets. 
  • For current GHGE installations: Your permit will be converted into a HSE permit effective from 1 January 2026. 

 

Temporary Restriction on Permit Variations 

To facilitate these changes, the Authority will pause permit variation submissions for all installations on the HSE list starting 3 November 2025. If you need to make changes during this downtime: 

  1. Submit a notification outlining the required changes. 
  2. Once the METS workflow is reinstated, submit your permit variation promptly.

Rebecca joined the Swan Energy team in 2021, after graduating from the University of Hull with a MSc in Renewable Energy.

In her role at Swan Energy, Rebecca supports the consultancy work the team does with clients across the UK. She has gained experience in the various compliance services we offer. Within the core team, Rebecca is account manager for over 40 UK ETS installations across the healthcare, food manufacturing and energy industry sectors.

Rebecca has managed SECR reporting and ESOS energy auditing for a selection of food manufacturing and retail clients. She has also produced a TCFD report for a large gas and oil company and managed CHPQA applications for NHS clients.
