Under the EU ETS, Operators can account for biomethane as a zero-rated fuel, provided strict sustainability and traceability requirements are met. As outlined in Gas Network Ireland’s Biomethane and the EU ETS sector guidance document, TJ of sustainably sourced biomethane can be deducted from an Operator’s TJ of natural gas consumption, where appropriate. In practice, this provides a credible and European Commission approved pathway to reduce verified CO₂ emissions while supporting the integration of renewable gas into the Ireland’s energy system. This directly contributes to Ireland’s net zero ambitions and broader decarbonisation targets.
Biomethane offers a practical and forward looking way for organisations to accelerate progress toward their net zero targets. Through its recognised treatment within the EU ETS, certified biomethane enables clear and reportable reductions in verified emissions, providing an immediate impact without operational disruption. At the same time, it supports the growth of renewable gas within Ireland’s energy system, directly contributing to national decarbonisation ambitions and demonstrating a tangible commitment to decarbonisation through recognised and compliant mechanisms.
“We are pleased to see Swan Energy implementing our guidance document to assist their ETS customer in progressing toward biomethane integration in Ireland. Their proactive approach demonstrates a clear commitment to delivering sustainable solutions and this engagement highlights the value of shared knowledge in driving real progress toward decarbonization.
Well done to Swan Energy, and special recognition to Beth Bailey, for effectively supporting their customer in updating their GHG Monitoring and Reporting Plan to incorporate biomethane – allowing them to take significant steps toward reducing emissions.”

The diagram illustrates how biomethane can be incorporated into the EU ETS over the course of a typical annual cycle.
It highlights the key stages from initial application and monitoring through reporting, verification and the surrender of allowances, showing how sustainable biomethane is accounted for within the ETS framework.
Swan Energy has been at the forefront of implementing biomethane within the EU ETS in Ireland. We were the first consultancy to successfully apply Gas Networks Ireland’s guidance on incorporating biomethane into Monitoring Plans. This achievement has been formally recognised by Gas Networks Ireland, who have congratulated Swan on its ability to translate the guidance into a compliant and practical solution.
Our experience goes beyond interpreting regulation, as we understand the full process required to secure approval – from developing robust Monitoring Plan updates through to Competent Authority engagement.
Our expertise provides clients with the confidence that biomethane can be implemented in an efficient and compliant way with minimal risk. There are two routes clients can choose to take.
